Annual Meeting Minutes – June 12, 2012

Proof of notice of the meeting was provided.

The reading of last year’s meeting minutes was waived. The quorum was 67.7%

 

I.   Maintenance Elia Malara’s Report

– $140,000 has been spent on building improvements since last year’s annual meeting, with $112,000 of that amount being allocated to deck replacement (120 Boerum: 1P, 2L, 2M, 3A, 3C, 3E, 3N, 3R; 134 Boerum: Common Deck, 5, 6), and $27,000 spent on carpet and paint. Remaining decks to be replaced: 3I, 3J, 3S

– New roofs on were installed on 122 Boerum Place and the garage.  The inside of garage will

be repainted in early August.

– Emergency lighting was installed in the common areas, hallways and stairway of 134 Boerum and 15 Bergen.

– New lighting was installed in the garage with motion sensors.

– Dean Street stairway was painted and tiled. Garbage/recycling areas were carpeted.

– Sprinkler pipes were painted red to meet new code.

– New heat timer computer was installed on boiler for better heat control.

– 134 Boerum entrance and hallways were renovated. Carpeting is to be installed shortly.

– 120 Boerum main lobby and first floor were painted and new carpeting has been installed.

– Dean Street entry sidewalk bricks were replaced with pavers.

– Matthew Pilkington has done quite a bit of work to maintain the beauty of the various planters that surround 120 Boerum Place.

 

II.   Financials

– Mark Levitch gave the Condo. financial report.

– Real estate tax protest-related refund monies were disbursed to owners.

– The financial situation of Skytrack Condo. was reviewed and continues to be in order.

 

III.   Elections

– John Carluccio decided not to run again for the Board.

– Matthew Pilkington encouraged new people to run “against” him.

The Board thanks them for their service.  Matthew will continue to tend to our plants.

– Both new nominees (Madeleine Milan and Hannah Berkin-Harper) were elected to the board.

 

 

IV.   New Business

– Alex Perez is our new porter.

– Personal items, such as umbrellas, shoes, and bicycles cannot be left in Common Areas.

– A reminder to keep common areas clean and quiet, even when legitimately entertaining.

– Skytrack’s website is www.skytrackcondo.com.  Register with the site to receive Condo.

notices, information, and to contact the Super or the Board.

V.   Follow-Up Items for the Board

Intercom repair, pointing the planters, review ideas for pigeon mitigation in the courtyard, setting a date for cars to be out of garage, feasibility of bike racks in garage, door lock change in relation to unauthorized access to roof by non-residents.

Pursuant to Article 111, Sections 1 and 4 of the By-Laws of Skytrack Condominium, the board of managers is providing notice of the annual meeting of Skytrack Condominium Association.  Business will include an election to the board of managers, a report on financial status, and other important business concerning the future of the condominium.

 

This meeting is to be held on Tuesday, June 12, 2011 at 8 p.m. at the Montessori School located at 7-9 Bergen Street, immediately adjacent to 15 Bergen Street.  Please arrive and sign in between 7:45 and 8 pm so that the meeting can start on time.

 

There are five Board terms expiring this year.  Any owner who wants to run should drop a note to that effect in any of the lobby boxes for the Board of Managers.

 

If you are unable to attend in person, please delegate a representative to vote in your place by proxy.  A quorum of 50% of the ownership in person or by proxy is necessary for transaction of business.  A form of proxy is being distributed to each unit for this purpose.

Board Meeting Minutes, April 24, 2012

NOTE: The Annual Meeting will take place on June 12, 2012.

 

I.   Maintenance

– Work on the garage has been completed.

– 2 more roof decks have been replaced; another is in progress.

– The boiler is running satisfactorily. Once the weather warms sufficiently, the baseboard heating system will be turned off.

– Jose is investigating a possible compromise in the flashing on the Dean Street side of 120 Boerum Pl.

– At the suggestion of the building owners, the board is considering removing the large picnic table on the common deck at 134 Boerum Pl.  Alternatives for seating, such as benches, are being researched.

– Emergency lighting will be installed at 134 Boerum Pl. and 15 Bergen St. in mid-May

– General carpet, tile and paint and lighting upgrades are being completed at 120 and 134 Boerum Pl.

– 120 Boerum Pl. lobby tile is to be cleaned and sealed.

– Unit #3M has asked for permission to install new ductless split A/C unit, and has been informed that it must fall within the city’s limits on noise, 40 db or less.  They also want to remove the existing though-the-wall a/c unit, and expand the opening into a window.  When a detailed plan is submitted, the Board will decide if permission is granted for both alterations.

– A 15 Bergen St. wall is being examined for a potential waterproofing compromise.

– Treas. Matthew Pilkington is continuing to care for the plantings around our buildings.

 

II.   Financials

The financial situation of Skytrack Condo was reviewed and continues to be in order.

Skytrack Board Meeting Minutes March 27, 2012

Present:  Peter Levy, President; Katharine Flanders Mukherji, Vice President; Matthew Pilkington, treasurer; Terra Chalberg; Rose Firestein; Elia Malara, Managing Agent; Jose Perez, Superintendent

 

Maintenance

The first floor hallway in 120 Boerum place is being painted using two of the upstairs hallways’ colors.  It cannot match the second and third floors exactly, because of the first floor’s chair rail and resulting two color scheme.  The painters have also repainted the front lobby of 120 Boerum.  The Dean Street entrance brick walk has been replaced with brick colored paving stones.

 

In 134 Boerum Place, the selection of wall sconces and flooring material is still in progress.  Emergency lights will be installed in 134 Boerum Pl. as well as in 15 Bergen St.

 

The first of several deck replacements has begun.  As previously approved, the garage roof will be repaired.   A possible squirrel problem is being addressed in 15 Bergen Street.

 

Financials

The financials are in order.

 

A venue and date are being explored for the annual June meeting and will be announced when they are determined.  We hope to reach a quorum this year with less difficulty than last year.

Board Meeting Minutes, March 6, 2012

Attending:  Peter Levy, Pres., Katharine Flanders Mukherji, V.P., Matthew Pilkington, Treas., John Carluccio, Jose Perez (to present Super’s report), and Elia Malara (Managing Agent).

 

I.   Maintenance

– The boiler’s Heat Timer computer was adjusted in response to a low-heating complaint.

– No other major repairs to report

– The banister was fixed, and the hallways were painted at 134 Boerum Place.  New carpets and entrance tiles will follow.

– The corridor of the first floor of 120 Boerum Place will be repainted, and new carpet tiles will be laid.

– The brick on the ground outside the Dean Street exit will be replaced with paving stones that have a “brick” look.

– Several decks will be replaced beginning in the last week of March.

 

II.   Financials

– The financial situation of Skytrack Condo was reviewed and continues to be in order.

– Several units underpaid their Common Charge bills in January and February, because they didn’t notice the 3% increase.  The late charge on the small underpayments will be waived for those two months.  If you pay by automatic bank transfers, please update the amount.

 

III.   New Business

– Matthew, who has been doing a wonderful job sprucing up our grounds, is planning to replace some plants with new varieties that may thrive better under our conditions.

Board Meeting Minutes, January 24, 2012

Attending:  Peter Levy, Pres., Katharine Flanders Mukherji, V.P., Levi McConnell, Sec., Matthew Pilkington, Treas., Rose Firestein, Terra Chalberg, Jose Perez (to present Super’s report), and Elia Malara (Managing Agent).

 

I.   Maintenance

– The heat timer was changed on the boiler, which, according to Jose is “running like a charm.”

– No other major repairs to report

– The carpet and paint is to be updated on the first floor of 120 Boerum Place, to match the second and third floors.

– The interior doorknob at 15 Bergen is loose and will be tightened

– The brick on the ground outside the Dean Street exit tends to ice up more easily than the surrounding concrete sidewalk. The board is investigating options to replace.

– A decision was reached on what will replace the exterior lighting at 134 Boerum Place.

– The board is investigating the best path forward to replacing or cleaning the carpet at 134 Boerum Place.  If it is replaced, carpet tiles will be used, as were at 120 Boerum Place.  The tile entryway will be redone in tile.

 

Mr. and Mrs. Tedesco appeared before the Board in order to show a short video of the damage to the interior of their unit from the plumbing leak that occurred in Unit 2E.

 

II.   Financials

– The managing agent sent out a reminder of an increase of Common Charge of 3% in January. Skytrack has budgeted an automatic increase every year of 3%.  We had waived the increase for the last 3 years, as our financial position was strong.  Due to a large amount of roof and deck repairs in 2011, our receipts were less than our payments, therefore the normal 3% increase was not waived for 2012 in order to balance the condominium budget.  If you pay by automatic bank transfers, please update the amount.

– The financial situation of Skytrack Condo was reviewed and continues to be in order.

Trees:

Please make sure all holiday trees are bagged while bringing them into, and removing them from the building.  José will have oversize plastic bags available for tree transportation.  This will ensure that the super and porter do not spend time removing pine needles from the hallways.  Please be responsible and respectful. 

A fifty dollar ($50) charge may be imposed upon offending units.

Board Meeting Minutes November 22, 2011

Attending:  Peter Levy, Pres., Katharine Flanders Mukherji, V.P., Levi McConnell, Sec., Rose Firestein, John Carluccio, Terra Chalberg, Jose Perez (to present Super’s report), and Elia Malara (Managing Agent).

 

I.   Maintenance

 

  • The painted section of the brick wall in the courtyard of 15 Bergen St. has been repainted.
  • The wall between the Montessori School and 15 Bergen St. has been resealed.
  • The condominium has completed all of the deck repairs that were scheduled for 2011.
  • The front entrance stairs of 120 Boerum have been refurbished.  Layers of paint have been stripped and the metal nose edges have been ground to reveal clean metal beneath.
  • The board, with some feedback from other residents, has chosen to use the style of rolling receptacles for recycling that were being tested on the 2nd floor of 120 Boerum.  The aging plastic trash cans currently in use on the 3rd floor will be replaced.
  • The recycling area on the 3rd floor of 120 Boerum was experiencing leaks from a problem drain in the ceiling of the common area, which is a principal means of draining water from the roof.  The ceiling in that area was opened to determine the cause. The drain will be replaced and the ceiling closed up again.
  • Work has begun, and will continue, to refurbish the entry area of 134 Boerum Place.
  • The parking garage roof will be resealed.  The board and management company are reviewing bids for this project, which will commence in Spring 2012.
  • The board discussed the updates from insurance companies involved in the plumbing leak in Unit #2E, which caused damage to units below.
  • If any resident sees unlawful activity/behavior in any of the condominium common areas, including the roof, they are encouraged to report the activity to the police immediately.

 

II.   Financials

The financial situation of Skytrack Condo was reviewed and continues to be in order.

Residential Parking Permits

Hearing in City Council on Wednesday, November 2nd

  • According to the Empire State Development Corporation, when the Barclays Center opens in September 2012, an expected 35% of arena patrons or as many as 5,600 cars will travel to the site for each of the projected 220 events held each year. If nothing is done before to mitigate this volume of traffic, there will be an increased risk of vehicular, pedestrian and bicycle accidents that have already make Atlantic Avenue Brooklyn’s most dangerous road. This barrage of traffic is also expected to cause significant delays at more than half of the intersections within a half mile of the arena. And it will result in almost 3,000 arena patrons taking curbside parking spots in Park Slope, Boerum Hill, Fort Greene, and Prospect Heights.
  • Among all of the impacts to neighborhood character and quality of life that will come from locating Atlantic Yards’ arena within residential communities, none are of greater consequence to more residents than the unsafe conditions resulting from the traffic generated from arena events. But there is a way to reduce the demand for our local streets. It’s called “residential permit parking,” or RPP, and it’s been effective in other cities, like Boston and Chicago, where sports facilities are located in densely-populated areas. By limiting on-street parking during arena events to local residents, RPP creates a disincentive for patrons to drive, reducing congestion and making streets safer.

    However, New York City requires authorization from the State legislature before it can implement RPP. On Wednesday, 11/2 at 10:30AM, the City Council will hear testimony on legislation authorizing the City to enact residential permit parking programs in the five boroughs. The Boerum Hill Association urges you to participate in this critical hearing and make your voice heard.

Board Meeting Minutes September 20, 2011

Attending:  Peter Levy, Pres., Katharine Flanders Mukherji, V.P., Matthew Pilkington, Treas., Levi McConnell, Sec., Terra Chalberg, Rose Firestein, Jose Perez (to present Super’s report), and Elia Malara (Managing Agent).

I.   Maintenance

  • There was a plumbing leak in Unit #2E that severely damaged units 1E, 1M, the Super’s apartment, and parts of the Common Area below. It has been inspected by the appropriate  insurance companies, and repairs will commence as soon as they are approved.

Flexible plumbing connections have limited life spans.  They should be inspected and replaced every 5 years.  When you leave your apartment for an extended time (vacations, business trips, etc.), close the shut-off valves to the sinks, toilets, and washing machines.

  • The front entry stairs at 120 Boerum will be refurbished.
  • The exterior wall of 120 Boerum Place that fronts Dean Street is being investigated for possible re-pointing of the brick.
  • Repairs to the roof and ceiling of the parking garage are being considered.
  • A few more roof decks are being replaced/repaired
  • More upgrades and miscellaneous repairs are being considered for the Common Areas of 134 Boerum Place.

*            smooth cardboard (such as shoe boxes, cereal boxes with liners removed, cardboard tubes)

*            corrugated cardboard boxes (flattened and tied in bundles) Next to the Containers

What NOT to Recycle

Place the following items with your regular trash:

*            any other types of glass (bulbs, etc.)

*            other kinds of plastics (such as deli and yogurt containers, Styrofoam, plastic toys and furniture)

Do not place anything on the street unless so instructed by the Super.

Recycle ONLY designated materials; help make recycling cost effective.
